English learners are further defined and some of their distinguishing characteristics are examined. Language models such as Basic Interpersonal Communication Skills (BICS) and Cognitive Academic Language Proficiency (CALP) and their relationship to language proficiency are examined. The roles of primary and dominant languages, characteristics of proficiency levels and language acquisition strategies are also discussed.
